A homelessness prevention fund that supported 662 people to stay in their homes has returned with a new £1 million programme for Glasgow.
Applications are now open for the Glasgow Upstream Homelessness Prevention Fund, a Scottish Government-backed initiative to help housing associations, third sector organisations and local partners prevent homelessness before it happens.
Building on the learning from seven pilot projects across Scotland last year, the new programme, which will again be administered jointly between the Scottish Federation of Housing Associations and Homeless Network Scotland, will focus on embedding proven approaches to tenancy sustainment, early intervention, and partnership working.
Last year’s Fund supported 662 people at risk of homelessness through partnerships between housing associations and third sector organisations, generating valuable learning about what works in preventing homelessness before crisis point.
Projects funded through the first round demonstrated the value of approaches including domestic abuse prevention partnerships, community connector and tenancy support roles, cash-first support for households facing crisis, workforce development around Ask & Act, and new multi-agency approaches to homelessness prevention.
The Glasgow Upstream Homelessness Prevention Fund is open to partnerships led by Registered Social Landlords and third sector organisations operating in Glasgow.
Applications must be delivered through partnership arrangements and should demonstrate how projects will prevent homelessness earlier, support tenancy sustainment, strengthen local partnerships and build on the learning from the first Upstream programme.
SFHA Director of External Affairs, Paul Bradley said: “We know that the greatest way to tackle homelessness is to prevent it in the first place. That is exactly what the first Upstream Homelessness Prevention Fund achieved, supporting hundreds of people across Scotland stay in their homes.
“SFHA is delighted to be working alongside Homeless Network Scotland to administer this second phase of funding in Glasgow. Housing associations, working together with local partners, play a crucial role in reaching people long before they are in crisis, embedding the principles of Ask and Act, and can support many more to remain in a safe, warm and affordable home.”
Homeless Network Scotland Chief Executive Maggie Brunjes said: “The evidence is clear that early prevention is one of the most effective ways to tackle homelessness. We welcome the renewal of this fund following the previous round of funding which saw 662 households helped to prevent homelessness.
“The launch of the second round of the fund is a vital investment in Glasgow and housing associations are ideally placed to prevent homelessness through their strong community roots and close partnerships with local charities. Homeless Network Scotland will work with our partners at SFHA to build on the success of the previous funding round, bringing our own knowledge of the issues people face and how to tackle them early.
“Homelessness is not inevitable. We know what works and programmes like the Upstream Prevention Fund form an important part of an approach that helps ensure that early prevention over crisis response becomes the norm.”

Applications are now open and will close on Monday 17 August 2026 at 9.00am. Eligible organisations are invited to submit proposals for projects that help prevent homelessness through tenancy sustainment, early intervention and partnership working.
