The Ending Homelessness Together annual report 2025 sets out progress made in the last 12 months by national and local government and third sector partners towards ending homelessness in Scotland. As the report states: “Our aim is to ensure that everyone has a home that meets their needs.”
It comes at the end of a year which saw publication of Cabinet Secretary Màiri McAllan’s Housing Emergency Action Plan, and a Housing Act containing new prevention duties which – if implemented with the right resources and training – will radically change the way we prevent homelessness in Scotland.
The report covers the spectrum of work to address the emergency and improve responses to homelessness, covering a wide range of research, reports, data, funding and ongoing work. The authors highlight the importance of lived experience input into policy, notably from the Change Team of frontline practitioners and people with direct experience of homelessness. A key part of the Housing Act is the ‘Ask and Act’ duty which will require a wide range of ‘relevant bodies’ to be involved in homelessness prevention activity. The success of this move – developed by All in for Change – will depend in part on capturing learning from pilot schemes backed by £4m of government funding.
